Some spells detail themselves as a 'spell attack' like Eldritch Blast

Destructive Wave is an instantaneous spell which prompts every character within
30 feet to make a Constitution Saving throw, or take 5d6 thunder damage, as well
as 5d6 radiant or necrotic damage, and be knocked prone. A creature that
succeeds the save takes half as much damage and isn't knocked prone.
